Before they could even be raised, President Obama made a half-staff proclamation to the whole country in honor of the Orlando shooting victims.Since Sunday June 5,thats how flags have flown across the state, and people have noticed.
I notice them at school a lot, Storm Corwin said. Whenever I would look outside or we would do the Pledge of Allegiance Id notice they were at half staff all the time and Id always ask.
However, Corwin said often her teachers didnt know why the flags wereat half staff, and othersI talked to dont know what constitutes that a flag should be flying at half-staff.

According to U.S. Code, the President and state governors have the authority to issue proclamations for flags to be flown at half-staff when someone in federal or state government dies or in the event of a death of an Armed Forces member during active duty.However, the President does have the power to make proclamations even if it doesnt meet the previous guidelines like in the case of the Orlando shooting.
Although it makes people sad to see the flag at half staff, it also allows them to get out of the hustle and bustle of everyday life and remember those who are gone.

OAKLAND -- A 17-year-old Antioch girl gunned down while attending a vigil in downtown Oakland has been identified as Reggina Jefferies, police said Wednesday.
Reggina, a Deer Valley High School student, was with a group about 5:41 p.m. Tuesday, on the 1300 block of Franklin Street, when a gunman opened fire. She was hospitalized in grave condition and later died; three other teens, two boys and a girl, suffered gunshot wounds and were treated and released from a hospital, according to police.
Police did not release any information on a motive for the shooting. Shell casings were discovered at the scene and a vehicle was seeing fleeing eastbound on 13th Street afterward. No suspects have been arrested.
The group was attending a vigil in the area of 14th Street and Broadway for two 15-year-old Oakland boys who drowned in Stanislaus County over Memorial Day weekend.
Josiah Pratt-Rose and his best friend, Jamari Wilson, died May 28 after jumping into the Woodward Reservoir, apparently without life jackets, according to the Stanislaus County Sheriff"s Department.
Oakland police initially said there were as many as six people wounded by gunfire Tuesday, but later changed that figure to four after further medical evaluation determined some of the injuries were not caused by the shooting itself.
Pastor Kevin Hope, who officiated the funeral services for the two boys at Acts Full Gospel Church in East Oakland Tuesday, said he was shocked by the events that happened at the vigil afterward.
"She performed a praise dance during the funeral service, she did a fantastic job. It"s just an unfortunate tragedy," Hope said.
Several hundred people attended a vigil for Reggina Wednesday evening, sharing stories about the teenager.
"Let"s stop the killing and start the healing," people in the crowd shouted after one fiery testimony from one woman who lamented having to attend funerals as well as graduations.
As Oakland police officers stood off to one side by the Golden Lotus, where wooden panels replaced the glass shot out by bullets Tuesday, people stood and listened, showing equal measures of sadness and resolve.
Sharon Rafferty, mother of Kris Rafferty, who was on the Fruitvale BART platform when Oscar Grant was later shot and killed by a BART officer, talked about the lingering pain of losing her son to gun violence.
"It doesn"t just hurt, and these thugs or cowards on the street, they don"t realize the damage that they do," she said. "Yes, you have killed your enemies, but you have also killed the mothers, the fathers, the children. ... It"s not right."

The 2-year-old boy killed by an alligator at Disney World is one of at least 15 deadly gator attacks in Florida since 1997.
Experts at the East Texas Gators and Wildlife Park in Grand Saline, Texas say alligators possess a lethal combination of strength and speed. They can run and swim at speeds of more than 20 miles an hour and use their tails to thrust nearly their entire body out of the water, reports CBS News correspondent Omar Villafranca.

"In the wild, alligators will eat once every three to five days. Here, we feed them twice a day, every day," Harris said.
All of the reptiles swimming in his pond were caught living too close to humans, including one 13-foot giant. Harris said some alligators are migrating from swamps to the city.
"They come over on rivers and they go up the creeks and the creeks go to the lakes," Harris said.
According to the U.S. Geological Survey, American alligators live in waters all along the Gulf Coast, from Texas to Florida, even in Oklahoma and Arkansas and as far north as North Carolina.
Last month, police captured one gator lurking near a Dallas middle school. And in suburban Houston, cops had to lasso a nearly seven-foot-long gator found in the middle of the road.
Rachel Lilienthal knows the terror alligators can unleash on people. She lost her arm in an alligator attack last year while swimming in the Wekiva River, about 20 miles north of Orlando. She was rescued by two people in a nearby kayak.
"It rolled me around the water. I had no idea how long it was going to keep me underwater," Lilienthal recalled. "Alligator swims off, I"m like, "I"m free," and then I realized I have only one arm. And that was... that was devastating."
Harris said alligators are dangerous because of the way they hide and hunt.
"They are more active at night. They do most of their feeding at night," Harris explained. "They can appear and disappear like a ghost. Alligators are an opportunist eater. They will lay and wait for hours and hours until something comes along close enough that they can s****h it up."
In Florida, since 1948, there have been 384 reporter alligator bites not caused by someone handling or intentionally harassing a gator. Deaths are more rare - only 24 of those attacks resulted in fatalities.

In his 2010 Australian crime drama Animal Kingdom, writer/director David Michd made a somewhat heavy-handed meal out of comparing the central Cody crime family to that of a pecking-order-obsessed animal kingdom; witness the wild-animal illustrations that dominate its opening credits, and the speech a detective gives in order to convince one of the sons to give up the rest of his family. By comparison, Jonathan Liscoan executive producer of this new American TV-series adaptation, and writer of tonights first two episodesrelegates the metaphor to a simple line of dialogue Craig Cody (Ben Robson) delivers, gun in hand, to Joshua J Cody (Finn Cole) in encouraging him to pull that gun on a bunch of angry surfers: Show em whos king, man.
Such subtlety is befitting of a series that, at least on the basis of tonights first two episodes, appears to be differentiating itself from Michds film by focusing more on being a character drama than being a fatalistic neo-noir. The Cody clan of Lisco and John Wells series offers a study of contrasts. Jintroduced in the pilot sitting next to his dead mother, watching TV in a numbed dazeremains as emotionally guarded as he was in the film. The most memorable of the films Cody brothers, the hotheaded Andrew Pope (played in the series by Shawn Hatosy)recently released from a three-year prison term after being caught in one of the Codys robberiesremains just as dangerously impulsive and mentally disturbed. And, of course, theres the matriarch, Janine Smurf (Ellen Barkin), ruling over this dastardly roost with both Ma Barker-like firmness and parental tenderness.

The other Cody siblings, however, are filled in with more detail. Deran (Jake Weary), the youngest, feels an extra need to prove himself to Smurfa frustration that only increases when J, forced to live with Smurf (Js grandmother) and the gang after his mothers death, enters the picture. No such underpinnings drive Craig (Ben Robson), the middle child, who takes drugs and sleeps with random women with reckless abandon. Perhaps the most intriguing of them all, however, is Barry Baz Blackwell (Scott Speedman). Hes the only Cody brother with a wife and daughter, the former of whom gladly partakes in the fruits of her husband and his clans life of crime. Still, these personal attachments appear to have somewhat domesticated Baz and made him more level-headed than the rest; at the very least, hes the only that treats J with a caring respect that borders on the paternal.
All of these character dynamics are put under stress after a heist at the end of the first episode goes terribly wrong, with Baz accidentally killing a cop in the process. In the second episode, We Dont Hurt People, Bazs relatively idyllic home life is threatened as a result, as hes forced to spend some time away from his wife, Catherine (Daniella Alonso), and daughter Lena, to figure out his next move. A mission to destroy a van full of incriminating evidence brings out Derans resentments in full force; after complaining to Craig about how he feels hes doing all the hard work while Smurf and Baz do all the planning and controlling of money, he goes so far as to propose that he and his brother plan their own crimes if the status quo remains intact. As for Craig, the gunshot wound he sustains near his left shoulder as a result of the heist doesnt get any better, even after all the painkillers he illegally procures; by the end of the episode, Baz is forced to drive Craig down to Mexico to get necessary treatment.
It is in Mexico, by the way, that Lisco unveils his kind-of cliffhanger to close out the episode: a shot of Baz embracing and kissing a Mexican woman he seems to know intimately, suggesting that hes carrying on an extramarital affair, the nature of which will be revealed soon enough. This comes on top of a tantalizing exchange earlier in the episode between Pope and Catherine that implies their own affair. Unrelated but similarly curiosity-piquing is a quick flashback to Smurf as a young girl while the adult version rummages through a bathroom medicine cabinet. Not much happens in that seconds-long flashback: Its just young Janine closing a medicine cabinet and heeding her mothers call to come quickly. But it leaves present-day Smurf momentarily flustered. Perhaps Lisco will dive more into her own personal backstory as the series progresseswhich is something that Michd never bothered to do in his film. Such moments are clever ways of drawing us closer into these characters lives, indicating Liscos desire to explore them as flesh-and-blood people.
Through it all, the emotionally reserved J remains the closest Animal Kingdom has an audience surrogate: the outsider observing these morally suspect specimens from a distance. And yet, whereas the J of Michds film was painted as a paragon of morality in an environment bereft of it, the J of Lisco and Wells series is more ambiguous, if still essentially sympathetic. Certainly, considering how his mother inadvertently killed herself, one can grasp why he would find Smurfs affection more bracing. And despite Popes skepticism of J, the rest of the Cody brothers gradually come to embrace J with open arms. But if Js violent lashing-out towards the drug dealer that sold his mother the drugs that killed her and the smile on his face while he beats up another drug dealer along with Craig is any indication, Ja seemingly intelligent kid who appears to be doing well in schoolmay be on a path to corruption the more he learns about his new family. Its hard to be sure at this point, especially because as J, Finn Cole does such an impressive job of conveying an elusive, mysterious quality through his laconicism. Such aloofness characterizes the show as a whole so far, with only the slick, sunny Oceanside, California, settings offering any sense of glamourthe kind of glamour that the Cody clan repeatedly turns to crime to procure for themselves.
Stray Observations
Only in the second episode do we finally see an opening-credits sequence for Animal Kingdomand, with its gritty Atticus Ross music and intercutting between jagged images of idyllic pleasure and violent pain, it strongly recalls that of David Finchers Seven.
In the pilot, upon seeing J wearing yellow sneakers, Craig suggests, among other things, buying Nike Dunksbut not the orange ones; those are just gay. Then, in the second episode, we get a glimpse of Deran in a beach bathroom stall getting what appears to be a b******b from the drug dealer supplying him with painkillers before he starts beating up on him when he sees J walk into the bathroom. Overcompensating much? But also indicative of the series thick air of machismo thus far.
I never thought Id hear stoichiometrya section of chemistry that measures relationships between products and reactants in a chemical reactionused in a flirtatious context, but J unleashes that gem during his first scene with his girlfriend, Nicky (Molly Gordon).
Another sign of Liscos refreshing ability to suggest meaning through gestures rather than expository dialogue: Js gesture of throwing her mothers smartphone into the sea as a way of trying to put his past behind him.
Well see whether Popes seeming fixation on Nickyas evidenced by the creepy way he picks her up from a couch as she sleeps laying her head on Js lap and puts her onto a bedleads to something much more, um, troubling in the future.

We are making the assumption that we would see net longs for quite an extended period of time in gold in a Brexit scenario, he said. Butterfill said ETF Securities has seen an inflow of $2.6 billion into gold this year, boosting the metals share of the companys asset under management to 14%.
I think it has happened for various reasons. One is Brexit, another is a non-establishment presidential candidate in the U.S., he said, referring to the presumptive Republican presidential nominee, Donald Trump. He said the other concern is the Federal Reserves interest-rate policy, which appears to be on track to remain unchanged for the near term, a fact that would be supportive to gold prices.
These are three quite significant risk events, so thats why we are seeing popularity with gold, Butterfill said.
That also means a rally to $1,400 an ounce would have legs and not just translate into a short-term shaven trade, Butterfill said.

Presumptive presidential nominee Hillary Clinton defeated Sen. Bernie Sanders on Tuesday in the Washington, D.C., Democratic primary -- marking the end of the presidential primary season and bringing the two candidates together for a face-to-face meeting to discuss whats next for the party in the general election.
The Associated Press said with 99 percent of the precincts reporting, Clinton has 74,566 votes, compared to 19,990 for Sanders.
Neither candidate spoke to reporters Tuesday night after their roughly 90-minute meeting in a Washington hotel.
However, the campaigns released separate, but nearly identical statements saying that Clinton and Sanders had a positive discussion about their primary race, unifying the party and their mutual desire to stop presumptive GOP presidential nominee Donald Trump from winning in November.
The campaigns also said the candidates discussed issues in which they share common goals, including increasing wages for working families, eliminating undisclosed money in politics and reducing the cost of college.
The meeting, which included the candidates" campaign managers, concluded with the sides agreeing to continue to work on a shared agenda that includes developing a platform for the upcoming Democratic National Convention, each campaign said.
Sanders said h**l tell supporters his next steps Thursday via a live, online video.
After today, the voting is done, but our political revolution continues, Sanders said in an email Tuesday to supporters.
Clinton clinched the nomination last week by getting the requisite 2,383 delegates -- a combination of superdelegates and pledged delegates awarded to her in 56 primary and caucus wins, including those in Puerto Rico and six U.S. territories.
Sanders has so far refused to end his campaign despite pressure to do so, suggesting he will keep trying to persuade Clinton superdelegates to instead vote for him at the Democratic convention in July, in a long-shot bid to take the nomination.
However, the Sanders campaign has occasionally suggested that the candidate could end his bid if Clinton, and the entire Democratic Party, embrace key parts of his agenda including better universal health care, a $15-an-hour minimum wage and free tuition at state colleges and universities.
Clinton said earlier Tuesday in an interview with Telemundo that she was very much "looking forward to having (Sanders") support in this campaign, because Donald Trump poses a serious threat to our nation."
Democratic National Committee Chairman Rep. Debbie Wasserman Schultz said after the D.C. primary, "Democrats are ready to unify and take on both Trump and the Republican Party that he represents. At our convention in July, were going to nominate a qualified, capable candidate who will build on the hard-won progress of the last seven years."
I think the time is now. In fact, the time is overdue, for a fundamental transformation of the Democratic party, Sanders, a self-described democratic socialist, said Tuesday on Capitol Hill. We need a party which is prepared to stand up for the disappearing middle class.
Before Tuesday, Clinton had 2,784 delegates, compared to 1,877 for Sanders.
On Sunday, Sanders told ABC News that the meeting with Clinton will be about what kind of platform we have and what kind of administration she will have.
Sanders also told ABC that he wants Clinton to also specifically commit to a progressive tax system that makes big banks and corporations pay their fair share of taxes.
That Sanders, 74, even challenged the better-known and better-funded Clinton this far is a remarkable political feat.
The former first lady and secretary of state was expected to breeze through the primary. But Sanders, appearing to tap into voters frustrations with established candidates and money-driven politics, took the race until the second-to-last week of the Democratic primary season.
Along the way, Sanders won 21 primaries or caucuses, backed by legions of young voters and others excited by his promises of higher wages, free college and limiting the influence of big money in elections.
Sanders long-shot bid began with a key win in New Hampshire, an early primary that Clinton had won in her failed 2008 White House bid.
He showed his campaign was for real in March by managing seven straight victories, putting the Clinton campaign on its heels until late April, when Clinton won her home-state of New York.
Clinton nearly put the race out of reach with a series of early wins, including first-in-the-nation Iowa, and in delegate-rich states such as South Carolina, Georgia, Massachusetts, Texas and Virginia.
But Sanders scored a big comeback victory March 8 in Michigan that stopped Clintons decisive run across the South. However, he failed to sustain momentum, with Clinton winning the next seven state contests.
