This year seems to have been the year of the nipple.

First Rihanna made her nipples her number one accessory at the CFDA Fashion Awards in New York in November, then Kim Kardashian released a full frontal shot of herself in Paper Magazine.

Now Madonna never one to be outdone has unleashed her b*****s on the world in all their bright purple glory.

Why Social Security Suddenly Changed Its Benefits Withdrawal Rule

Q: I retired in 2009 to care for an ailing parent who has since passed away. I took Social Security at age 62, when the law allowed claimants to pay back their Social Security and receive the highest benefits at age 70. Since that time the law has changed and repayment can only be made in the first year. Do you know of any proposal to change the current rules for those who signed up under the old law? Sandra

A: As Sandra correctly notes, Social Security changed its benefits withdrawal policy in December 2010, after she had retired under its prior rulesand its one of the most unusual policy shifts that the agency has enacted. Consider that Social Security, which often gets dinged for slow response time, made this change lightning fast. Whats more, the new policy seems to have little to do with the needs of beneficiaries like Sandra and everything to do with the agency being surprisedand perhaps chagrinedthat people were paying attention to its often arcane rules and actually taking advantage of them.

Under the old policy, people who had begun receiving benefits could, at any time, pay back everything theyd received and effectively wipe clean their benefit history. By resetting their benefit record this way, people who took reduced retirement benefits early would be able to file later for much higher monthly payments. For people born between 1943 and 1954, for example, retirement benefits at age 70 are 76% higher than those taken at age 62.

Few people paid much attention to this rule until a growing group of financial planners and Social Security experts began highlighting the possible gains of withdrawing benefits and delaying claiming. As the word spread, journalists began to write about these rules for an even wider audience.

Social Security, which previously had no problem with the rule when few were using it, changed its mind as more and more people began withdrawing their benefits. Suddenly, without an extended period for evaluation or debate, the agency issued a final rule limiting the benefit withdrawal optionand it took effect immediately. If the public wanted to comment, it would be able to do so only after the rule was changed. By comparison, the decision to raise the official retirement age in the program from 66 to 67 was enacted in 198337 years before it will take effect in the year 2020.

Heres what the agency said at the time it changed its rules on withdrawing benefits:

The agency is changing its withdrawal policy because recent media articles have promoted the use of the current policy as a means for retired beneficiaries to acquire an interest-free loan. However, this free loan costs the Social Security Trust Fund the use of money during the period the beneficiary is receiving benefits with the intent of later withdrawing the application and the interest earned on these funds. The processing of these withdrawal applications is also a poor use of the agencys limited administrative resources in a time of fiscal austerityresources that could be better used to serve the millions of Americans who need Social Securitys services.

Further, in making the shift to a one-year withdrawal period, the agency explained that the policy was designed to reduce the value of the option so few people would use it. Today, by the way, the agency supports delaying retirement much more than it used to.

Of course, telling people to delay claiming is of little help to people like Sandra, who retired under the old rule and was caught by the sudden policy shift. Is there any likelihood that the rule could be changed to accommodate this group? Not really, says James Nesbitt, a Social Security claims representative for nearly 40 years who is now providing benefits expertise for High Falls Advisors in Rochester, NY. Unfortunately, he says, this change did not contain any grandfathering provision. I am not aware of any pending actions within Congress or Social Security that would extend grandfather rights to those who were disadvantaged by this change.

Bill Cosby Sued For Alleged Sexual Assault of Teenager in the "70s

A 55-year-old woman sued comedian Bill Cosby on Tuesday in Los Angeles Superior Court claiming sexual battery and infliction of emotional distress for allegedly molesting her in a bedroom at the Playboy Mansion when she was 15 years old.

According to the complaint, Judy Huth and a friend, who was 16 at the time, met Cosby at an outdoor film set at Lacy Park in Los Angeles County in 1974 and accepted an invitation to socialize with him at a tennis club the following week. When they got together, the lawsuit alleges, they played billiards and Cosby served them alcoholic beverages.

"Under the terms of Cosby"s game, plaintiff was required to consume a beer every time Cosby won a game," the suit alleges. After the two girls consumed "multiple alcoholic beverages," Cosby allegedly told them he had a surprise for them "and led them to another house which turned out to be the Playboy Mansion."

He told the girls they should say they were 19 if they were asked, according to the lawsuit.

While at the mansion, Huth said she needed to use the bathroom. Cosby, who was 37 at the time, allegedly showed her to a bathroom inside a bedroom suite near the mansion"s game room.

"When Plaintiff emerged from the bathroom, she found COSBY sitting on the bed," the suit states. "He asked her to sit beside him. He then proceeded to sexually molest her by attempting to put his hand down her pants, and then taking her hand in his hand and performing a s*x act on himself without her consent."

Huth stated in the complaint that the "traumatic incident" left her psychologically and emotionally scarred, but only recently did she realize why she was so damaged. She said she "suffered damages that are substantial and continuing."

In recent weeks, 20 other women have come forward to accuse Cosby of sexual assault--charges which began to surface a decade ago when the former director of operations for Temple"s women"s basketball team sued him for drugging her and assaulting her in 2004.

An attorney for Cosby had no immediate comment when contacted by NBC News. He has denounced previous allegations as unfounded. A representative for Playboy did not return requests for comment.

Pandora for iOS gets a new look in beta, American Express app adds Touch ID ...

Starting Tuesday, some users of popular streaming radio app Pandora began seeing a beta preview of a new user interface on their iPhone. Plus, American Express cardholders can now view their account information using Touch ID.Pandora

Pandora"s mobile redesign is currently available to 3 percent of iPhone and Android users, but will roll out to all mobile and tablet users over the coming months. The redesigned was developed based on insights gathered from listeners.

The new look focuses on personalization, and Pandora has said it lays the groundwork for future updates that will be driven by listener feedback. The new look also has updated transitions from the Station list to the Now Playing screen, providing more clarity on sense of place when navigating.

The new Personalization Icon lets listeners access a comprehensive thumb history, while previous track rankings can be adjusted. Pandora has also introduced a new "un-thumbing" capability where users can remove their review of a track.

Pandora"s update also includes improved artist discovery, giving listeners easier access to artist information. By swiping and tapping, users can access song details to learn more about new artists.

"For more than a decade, our engineering team has worked tirelessly to perfect the personalized radio listening experience and unleash the infinite power of music for our more than 76 million monthly listeners," said Pandora Chief Technology Officer Chris Martin. "And with our users logging more than 1.65 billion listening hours in September alone, we were extremely mindful in the way we made adjustments to the UI so as to enhance and simplify the experience."

Amex Mobile

The official Amex Mobile app was updated to version 4.6.4 on Tuesday, adding support for fingerprint-based Touch ID logins. The feature allows users to bypass password entry and log in quickly and more securely.

Touch ID support for third-party applications was introduced by Apple in iOS 8, and early adoption has proved popular among banks, credit cards, and other security-conscious apps.

Fitbit

Finally, popular fitness tracking tool Fitbit also received a minor update on Tuesday. Version 2.6 adds native support for the larger displays of the new iPhone 6 and iPhone 6 Plus.

Xbox Live having issues, hacker group claims responsibility for taking it offline

Xbox owners are reporting difficulties connecting to Xbox Live and a hacker group with a history of targeting online gaming services isclaiming responsibility for taking the network offline.

For the past hour, Xbox 360 and Xbox One owners have reported that they"ve been unable to connect to Xbox Live. Consoles are responding with the80151909 error code it warns that an Xbox Live profile has failed to download when users attempt to sign in. Our own attempts to sign in to Xbox Live from consoles and through Xbox.com have been unsuccessful.

Microsoft"sXbox support site doesn"t indicate their are any current issues with Xbox Live services or apps.

The hacker group Lizard Squad indicated on Twitter that it is responsible for taking Xbox Live offline. The group, which describes itself as "kings" of distributed denial-of-service (DDoS) attacks, tweeted that it was preparing for a larger attack at Christmas on Xbox Live and that today was a "small dose of what"s to come."

Earlier this year, the group claimed responsibility for asimilar attack on Sony"s PlayStation Network, as well as denial-of-service attacks on individual online games like Grand Theft Auto 5, League of Legends, Destiny and more.

Alabama, Auburn football fans hit campus for some Iron Bowl 2014 tailgating ...

TUSCALOOSA, Alabama-- Alabama and Auburn fans hit the Quad, Strip, Walk of Champions and other spots near Bryant-Denny Stadium Saturday for some tailgating, games and more before Saturday"s Iron Bowl in Tuscaloosa.

Those who ventured out to ESPN"s morning broadcast of "College GameDay" saw cool and cloudy weather before the sunshine started pouring in late in the afternoon.

But it wouldn"t matter if it was 100 or zero degrees in Tuscaloosa on Saturday. Nothing would stop fans from filling up that stadium for what promised to be another memorable Iron Bowl between these longtime in-state rivals.
